Research interests: digital government, smart cities and public sector reform. He currently lectures in public policy in the Arts faculty at Monash University. His recent co-publications are on an Australian republic and on the Australian government reports on government services (RoGS).

Steve is a public policy academic based in Melbourne, Australia. His professional experiences includes assignments as an advisor to state and federal government ministers, and managing the Melbourne office of a media communications company office.

​His PhD is from the University of Melbourne, in politics: public policy and management. Thesis title: Enacting ICT strategy in Victorian public hospitals.
